Here comes the spot, in one word: 3 points instant refresh, each one do have 100K health, each point have about 3-8 Mobs.
Level 88 will gain about 8K-9K XP from kill each one.
Keeping Rain of Fire with Mannoroth's Fury up on each of the three spawn locations is essential then just kill the mobs with Fire and Brimstone + Incinerate/Conflagrate.
Boosted several chars from 89-90 so far.
Priest (rested) ~45min
Hunter (partially rested) ~75min
Monk (already had 70% +20%exp buff nonrested) ~20min
All of them with 15% Battle Standard.

try to kill all the mobs there, after about 5-8 minutes, you will find the instant respawn.

An the blue ring what you mark in map it's only the good spot or you want tell that all island is good to leveling someone? Cause, I was in this place what you mark, and here is less mobs in one place in the others places...

I have listed the three point which respawn mobs in pic 2, the key is, the killing you faster, the mobs respawn faster.
Actually their do have another spot in this island to have instant respawn! drops Harmony, leather and greens,but the trouble is you can't kill it with one shot, or$%^&*#$%^&m, So I am not gonna put it out.
